Chelsea FC have been fined £10 million and given a suspended two-window transfer ban by an independent Football Association appeal board after admitting to 74 breaches of regulations governing agents and third-party payments. The breaches date back to the era of Roman Abramovich's ownership, primarily between the 2010/11 and 2015/16 seasons.
The appeal board set aside a previously imposed six-point deduction, replacing it with the registration ban, which is suspended until June 2027. Current owners Todd Boehly and Clearlake Capital self-reported the violations to the FA in 2022 during their takeover process. Chelsea admitted to making £47 million in secret payments to unregistered agents and intermediaries between 2011 and 2018.
The fine, which will be invested into grassroots football, was reduced from an initial £26 million due to the club's cooperation and early guilty plea.
