Keir Starmer will formally resign as prime minister at Buckingham Palace on Monday morning, clearing the way for Andy Burnham to enter No 10 roughly 90 minutes later after Starmer stepped down as Labour leader at a special conference the previous day. Burnham, the Makerfield MP who became Labour leader on Friday, is setting up a 'No10 North' operation in Manchester.
Shabana Mahmood has emerged as the frontrunner for chancellor when Burnham takes office. The former justice secretary and home secretary since September 2025 is favoured over Ed Miliband, who is seen as risky given his 2015 election defeat, and incumbent Rachel Reeves, whose approval ratings have sunk with 54% saying she is doing a bad job.
