The municipality of Odemira has opened an investigation into suspected irregular construction work on the rural estate of Luís Neves, Portugal's minister of internal administration, after finding no planning permission on file for the site in São Teotónio.
The town hall says no licensing process exists for the Monte do Corgo da Fonte property, contradicting Neves's earlier claim that paperwork was being processed. Officials confirmed the minister built a swimming pool without authorization, despite initially describing the structure as a water tank. The pool cost between 7,000 and 9,000 euros, with a 5,000-euro payment to contractor ConstruBarcelos still unaccounted for.
The case carries added political sensitivity because ConstruBarcelos held civil construction contracts with the Judicial Police — an agency under the minister's portfolio — between 2019 and 2025.
