Portugal's right-wing parties approve 'burqa ban' bill in committee over left opposition

Portugal's right-wing and centrist parties approved a bill banning face coverings in public spaces in a committee vote on Thursday, overcoming unified opposition from the left.

The Social Democratic Party, Chega, Liberal Initiative, and CDS – People's Party backed the legislation in the Constitutional Affairs Committee, following a series of last-minute textual changes. The PSD withdrew its own substitute bill after Chega tabled a revised draft on Wednesday that aligned closely with the PSD's security-focused approach. Chega deputies said they had assurances of PSD support and renamed the bill to frame the ban around security and public order, while reducing proposed fines. Lawmakers from Chega, IL, and CDS emphasised the fight against face concealment for religious reasons.

The bill, initially passed in general terms in October 2025, faces criticism from rights groups. Amnesty International urged lawmakers to reject the proposals, calling them discriminatory and restrictive of women's rights.
