A confrontation over a homemade sandwich at a private beach club in Vieste, Puglia, has ignited a national debate over Italian coastal access and consumer rights after a woman named Rosaria was stopped from eating her own food on the weekend of July 4–5, 2026.
Beach operators in the region have increasingly enforced prohibitions on outside food and drink, citing hygiene and waste concerns. Nicola Ragno, president of the local Assoturismo unit, argued packed lunches damage the image of beach establishments. However, Massimiliano Dona of the Unione Nazionale Consumatori countered that such bans are illegal, as concessions cover services rather than food, and beach staff have no authority to inspect bags.
Puglia President Antonio Decaro criticized the restrictions, warning the sea must not become a luxury. The dispute arrives as beach rental costs have risen 6% on average since 2025, fuelling grassroots campaigns like Mare Libero to reclaim shores from private concessions.
