The Italian lakeside village of Varenna has barred visitors from walking shirtless or in swimwear through its historic centre, imposing fines of up to 200 euros for violations. The measure, approved by the local council in late June 2026, took effect immediately. Beachgoers may still wear bathing attire on beaches, piers, and boat docks along Lake Como.
The restrictions also target the tourism industry. Guided groups are now limited to 25 people, and tour guides are prohibited from using loudspeakers or amplifiers. Guides found breaching the group-size or noise rules face fines ranging from 100 to 400 euros.
The rules reflect growing pressure on popular European destinations seeking to manage the volume and behaviour of tourists in sensitive historic areas.
