France opens disciplinary case against ambassador to Central African Republic over misconduct allegations

France has opened disciplinary proceedings against its ambassador to the Central African Republic, Bruno Foucher, over allegations of misconduct involving young women at his official residence in Bangui.

The French foreign ministry confirmed the administrative procedure is ongoing. The allegations concern events between January 2024 and March 2026, during which Foucher allegedly invited about 30 women to his private apartments. An on-site inspection in April triggered the formal disciplinary process. Foucher, 65, who has served as ambassador since 2023, acknowledged during questioning having had sexual relations with two of the women. Potential sanctions range from a reprimand to dismissal from the civil service.

The case surfaces just months after Foreign Minister Jean-Noël Barrot praised the "complete restoration of relations" between Paris and Bangui during a March visit — the highest-level French trip to the country since 2018.
