The United States Postal Service has finalized new regulations requiring states to submit voter data and individual ballot barcodes before the November midterm elections, threatening to refuse delivery of mail-in ballots from jurisdictions that do not comply.
The rule, stemming from a March executive order by President Donald Trump, directs states to upload voter rolls to a federal portal before ballots are mailed. The USPS will not independently verify whether individual voters are eligible. The federal government has sued 30 states and Washington, DC for failing to turn over voter lists.
Implementation remains blocked by a federal judge who expanded a preliminary injunction to all 50 states. The Trump administration has appealed to the Supreme Court to lift the order. Nearly one in three Americans voted by mail in 2024.
