UN Secretary-General António Guterres and ICRC President Mirjana Spoljaric Egger, speaking jointly in Geneva, said humanity risks crossing a moral red line. The appeal reiterates a 2023 demand for the international community to regulate the rapidly advancing technology. No confirmed use of fully autonomous weapons has occurred to date, and no specific treaty currently governs AI-enabled armaments, though discussions have run for roughly a decade.
Russia, the United States and Israel have blocked potential agreements. A further round of talks is scheduled in Geneva next week, with countries due to decide in November whether to launch full treaty negotiations.
