Ukraine and the United States have signed a bilateral statement of intent allowing the export of Ukrainian ground, air, and sea drones for military testing under the Pentagon's Drone Dominance program, which aims to spend $1 billion on small combat drones in 2026–2027. Six Ukrainian companies have received permission to export roughly 100 drones each for evaluation.
The Pentagon is also investing in joint production between American company ReconCraft and Ukrainian sea-drone developer Uforce to manufacture MAGURA maritime drones in Oregon and South Carolina. Ukraine has signed detailed agreements with several countries under the broader Drone Deals framework.
In the first round of the Drone Dominance competition, a system co-developed by Ukrainian drone maker Skyfall and British firm Skycutter emerged as the winner. The agreements mark a deepening defense-industrial partnership between Kyiv and Washington.
