President Donald Trump has called on Republicans to add Iran to a planned sanctions package targeting Russia, posting the demand on Truth Social as lawmakers finalize legislation that has been debated in the Senate for over a year.
The bill, championed by the late Senator Lindsey Graham, who died last week, would impose sanctions on Russia's shadow fleet, energy and financial firms, and authorize tariffs of up to 100 percent on goods from top buyers of Russian oil and gas, including China and India. A revised draft released this week does not include Iran provisions, and congressional sources say bipartisan lawmakers never intended to include them. Graham had announced White House backing for the bill shortly before his death during a visit to Kyiv.
The House passed a similar measure in May 2026 that included loans for Ukrainian military purchases but no tariff provisions. The push comes amid renewed hostilities between the U.S. and Iran following the collapse of a June framework agreement.
