US President Donald Trump signed an executive order on Thursday imposing a 15% tariff on imported polysilicon products and establishing minimum import prices, following a year-long national security investigation by the Commerce Department under Section 232 of the Trade Expansion Act. The measures take effect on 4 December, with minimum prices set at $21 per kilogram for polysilicon and $0.22 per watt for solar cells. Commerce Secretary Howard Lutnick said the pricing aims to end Chinese dumping and encourage domestic production, as the US share of global polysilicon output has fallen from 50% in 2005 to under 2% in 2024. Imports from Japan, South Korea, Taiwan, Switzerland, Liechtenstein and the European Union will receive tariff relief to cap combined rates at 15%. China accused Washington of overstretching the national security concept and announced countermeasures including tighter export controls on drones.
