President Donald Trump has declined to sign a bipartisan housing affordability bill into law, protesting the Senate's failure to pass the SAVE America Act, which would require proof of citizenship for voter registration and establish a national voter database.
Despite the refusal, the 21st Century ROAD to Housing Act will become law at midnight on 2026-07-11 without Trump's signature, as he has not issued a veto. The measure passed the Senate 85-5 and the House 358-2 last month. Trump cancelled the original signing ceremony scheduled for June 24.
The housing legislation limits federal regulations, expedites environmental reviews, and caps the number of single-family homes large investors can own. The standoff comes as existing home prices hit an all-time high of $440,660 in June 2026.
