Italy antitrust fines Bird, Lime and Dott €2.675 million over scooter practices in Rome

Italy's competition authority has fined e-scooter operators Bird, Lime and Dott a combined €2.675 million for obstructing access to free ride packages reserved for annual public transit subscribers in Rome, the regulator said.

The investigations, launched in November 2025, covered practices from 2023 to 2026. Lime received the largest penalty at €1.4 million, followed by Dott at €525,000 and Bird at €300,000. Bird was hit with an additional €450,000 fine for deactivating user accounts arbitrarily without prior notice. Consumer group Codacons is considering legal action against the three companies to seek compensation for affected users.

The fines come as Italy introduced new e-scooter rules in May 2026 requiring licence plates and insurance, with fines of up to €400 for non-compliance. The sector has faced scrutiny across Europe: France banned rental scooters following a 2023 referendum, and Belgium plans to phase them out by January 2027.
