Italy will require liability insurance for all electric scooters starting July 16, a measure affecting roughly one million private owners and adding an estimated €50 million in annual costs for riders.
The mandatory policy must be tied to the vehicle's identification code, excluding household liability coverage. Basic premiums range from €35 to €55 per year, rising to around €150 with additional protections. Fines for non-compliance run between €100 and €400. For the first two years, the direct compensation system for claims will not apply to scooter-related accidents.
The insurance mandate follows a helmet requirement that took effect in late 2024, as Italy tightens regulation of the popular micro-mobility vehicles. The new rules cover damages to third parties and other vehicles.
