The European Commission has imposed a €550 million fine on AliExpress for failing to curb the sale of illegal, unsafe and counterfeit goods on its platform, marking the largest penalty ever issued under the Digital Services Act. The breaches by the Alibaba Group-owned marketplace spanned from 2023 through at least June 2025, when the platform counted approximately 193 million users across the European Union. Authorities cited deficiencies in risk assessment and mitigation for dangerous items including unsafe toys and illegal cosmetics.
The e-commerce giant must submit a corrective action plan by 20 October. The decision is the third non-compliance ruling under the DSA, following earlier penalties against X, which was fined €120 million, and Temu, which received a €200 million fine. Shein also faces an ongoing investigation under the same regulatory framework.
