The Democratic Republic of the Congo and the M23-led Congo River Alliance have agreed on a roadmap setting out sequenced steps and timelines to conclude comprehensive peace negotiations under the Doha framework agreement.
The deal followed five days of talks in Switzerland from August 17 to 21 involving representatives from the United States, Qatar, Togo, Switzerland and the African Union Commission. The two sides also agreed on a standardized method for reporting ceasefire violations and committed to establishing a mechanism to address implementation problems. A ceasefire verification mission is due to arrive Monday in Minembwe, South Kivu.
The roadmap builds on a framework agreement signed in Doha in November 2025. The conflict, which reignited in 2021, has displaced an estimated 5.3 million people.
