Bipartisan US senators introduced the Stop Transnational Repression Act on Monday, proposing the first federal criminal definition of transnational repression with penalties of up to 10 years in prison and $100,000 in fines for foreign government agents who harass, intimidate, or threaten individuals on American soil.
Democratic Senator Adam Schiff and Republican Senator John Curtis co-sponsored the legislation, which would centralize prosecution oversight under the Justice Department's National Security Division and vest investigative authority in the FBI. The sponsors pointed to China's Law on Promoting National Unity, which took effect on July 1, as a direct catalyst for the bill.
Separately, Taiwanese national security judge Xu Kaijie called on Taipei and Washington to establish a joint working group to share intelligence and coordinate responses to cross-border intimidation campaigns.
