UK disability benefit system 'not fit for purpose', government review finds

England and Wales' Personal Independence Payment (Pip) system is not fit for purpose and must be entirely redrawn, according to an interim government review led by disability minister Stephen Timms. The findings, due to be published this week, recommend moving away from the current points-based assessment toward a model that better reflects the needs of disabled people.

The review, which received over 38,000 submissions, found the existing system ineffective for fluctuating conditions, particularly mental health. Two-thirds of claimants who challenge decisions at tribunal have the outcome overturned. Full recommendations are expected in autumn 2026.

The review was ordered after the government abandoned proposed £5 billion in cuts to the programme last year. More than four million adults now claim Pip, with Work and Pensions Secretary Pat McFadden signalling a shake-up of assessments amid rising claims for conditions such as ADHD and autism.
