Severn Trent avoids Ofwat fine over sewage failures after early remedial action

Severn Trent has avoided a financial penalty from Ofwat despite being found in breach of its wastewater and sewage management duties, after the regulator acknowledged the utility took genuine accountability before enforcement action began.

Ofwat determined the company, which serves more than eight million customers across England and Wales, failed to effectively manage drainage and sewer contents. However, Severn Trent had proactively identified network problems and invested £98 million of shareholder funds into infrastructure improvements before a formal case opened in July 2024, including additional capacity at 65 treatment sites and nature-based solutions in Mansfield. The investment contributed to a 41% reduction in storm overflow spills in 2025 compared with the prior year. Shares in Severn Trent fell nearly 2% on Wednesday.

Severn Trent is the eighth case concluded in Ofwat's industry-wide wastewater investigation, which has produced fines and enforcement packages exceeding £300 million — including a £104.5 million penalty against Thames Water. Ofwat continues to investigate United Utilities and Hafren Dyfrdwy.
