U.S. military operations in Yemen killed 153 civilians and injured at least 243 others during 2025, the Pentagon has disclosed in an annual report that attributed all confirmed civilian deaths to three airstrikes.
President Donald Trump ordered large-scale strikes against Houthi-held territory in northern Yemen on March 15, 2025, launching an operation that lasted 53 days before an Omani-brokered ceasefire. The Defense Department said it struck more than 1,000 targets and acknowledged three incidents causing civilian casualties: an April 6 strike near Sanaa that killed five people, an April 17 attack near Ras Isa Port that left 80 dead, and an April 28 strike near Saada that killed 68. A separate report noted that one of the strikes hit a facility holding African migrants, killing at least 38.
The Pentagon is investigating 15 additional strikes with alleged civilian casualties. Meanwhile, the Trump administration's 2026 budget proposal would disestablish the military's civilian harm mitigation program, cutting its staff from 40 to nine.
