U.S. artificial intelligence company OpenAI is expanding its presence in Germany with a new office in Berlin, its second in the country after the Munich location opened in early 2025. Chief executive Sam Altman confirmed the Berlin expansion, saying the opening would happen "pretty soon," though no exact date has been set.
Germany is OpenAI's largest ChatGPT market in Europe and ranks among the top three globally by paying subscribers. Altman has advocated for building the company's own data centers in the country, citing a partnership with Deutsche Telekom as an example of local collaboration. However, talks with Chancellor Friedrich Merz and Finance Minister Lars Klingbeil regarding a potential German data center ended without a concrete result.
To address data privacy concerns in the market, OpenAI offers business customers a binding zero-data-retention policy.
