The German government is laying the foundations for a new civilian service program to accommodate conscientious objectors should military conscription be reinstated.
The Federal Ministry for Family Affairs, Senior Citizens, Women and Youth surveyed 23 major associations and organizations in recent months about their capacity to host alternative-service participants. Twenty-two of the 23 respondents indicated that their infrastructure and placement sites would be broadly ready to offer a diverse range of assignments.
Germany suspended compulsory military service in July 2011, replacing civilian service with a voluntary federal program. However, a new military service framework requiring mandatory registration for young men born in 2008 or later took effect at the start of this year. Applications for conscientious-objector status have risen sharply: 5,862 requests were filed in the first half of 2026 alone, compared with 3,867 in all of 2025 and 2,998 in 2024.
