China unveils five-year plan to boost consumption, targets 60 trillion yuan retail sales by 2030

China has outlined a five-year strategy to strengthen domestic consumption, aiming for annual retail sales of roughly 60 trillion yuan by 2030, up from 50.1 trillion yuan in 2025.

The State Council-approved plan, released Monday, sets an annual retail sales growth target of about 3.7 percent, down from roughly 5 percent during the 2021–2025 period. The strategy pledges to raise household incomes and expand services consumption — which accounted for 46.1 percent of total spending in 2025 — across sectors including elderly care, healthcare, tourism, and education. It also calls for expanded visa-free entry and more direct international flights.

The push comes as consumer demand remains sluggish; retail sales rose just 1.4 percent year-on-year in the first five months of 2026, with a 0.6 percent decline recorded in May alone.
