Ceuta authorities laid to rest 18 unidentified migrants on Friday in the enclave's Muslim cemetery, drawing a call from the Moroccan Association for Human Rights to halt the burials until families can be consulted.
The funerals follow a mass crossing on July 30 that saw roughly 72,000 people enter Ceuta from Morocco, leaving more than 90 people dead in Spain's deadliest border crisis. Moroccan police, who arrested 111 people attempting to enter Ceuta, deployed heavy security around Ceuta and Melilla on August 15.
Disagreement persists over how many migrants remain in the enclave three weeks on: local officials estimate up to 10,000, while Spain's central government puts the figure at around 5,000.
