Médecins Sans Frontières has accused Russia of deliberately targeting medical facilities in Ukraine as part of a systematic strategy, saying more than 20 of its supported sites were attacked between April 2022 and December 2025 and four hospitals it operated in were fully destroyed. The World Health Organization recorded 2,815 attacks on healthcare in Ukraine over the same period, resulting in at least 224 deaths and 902 injuries.
Ukraine's health ministry says over 2,500 medical facilities have been damaged or destroyed since the war began. In September 2025, a nurse and the director of an MSF-supported health centre were struck by a Russian FPV drone in Lyman, while a separately marked MSF medical team was attacked in the Donetsk region the same month.
The strain on staffing is acute: in one MSF-supported hospital in Kherson, the number of doctors has fallen by 66 percent since 2022. MSF operated with 414 full-time staff and a €15.6 million budget in Ukraine in 2024.
